Team and Player Registration Process
Each player must TYPE out a player registration form and waiver which will be submitted to the league administrator along with a TYPED team roster.
Each player must be registered with the EODSA. All players must have a valid player card authorised by the EODSA.

A signed team roster must be submitted before your first league game.
Each team must register a minimum of 10 players and a maximum of 18 players. 
All coaches and managers must be registered with the E.O.D.S.A.

If a player is caught playing up illegally, the matter will be passed onto the GHISL discipline committee for consideration.  Cases where an unregistered player or a player without the appropriate validated TRP participates in a game will be forwarded to the EODSA Discipline Committee.  Any team found guilty of playing ineligible players will forfeit the game(s) in question and also lose one point per game in the standings.

Players wishing to transfer to another team must follow the E.O.D.S.A. procedures that are available from the EODSA Registrar.

No roster changes can be made after 10 (ten) regular season games have been played.

If a player is caught playing illegally or ineligibly it is referred to the District.
 

Game Day Registration Procedures
Each team is required to fill out a team roster and the league will fill out the game sheets and provide them to the referee prior to each game. The game sheet will comprise of the name of the division, your team name, home and away team, date, player's full names and shirt numbers.

Therefore it will be the responsibility of the team management to fill out who is playing and what there jersey numbers are and sign the game sheets. Player cards should be brought to each game.

Player cards will not be checked before each game.  Should any player eligibility be questioned then that player shall be asked to sign the game sheet and the GHISL/TMSI staff member will cross reference the signature to the team roster and the player’s card before the game is played. Player eligibility can only be challenged before the game has begun, not during or after. 

If any team fails to comply with the above procedure, it will forfeit the game.

Equipment:
Shin guards must be worn by all players.

Only flat soled indoor, turf shoes, or multi studded outdoor shoes may be worn by players (no six studded outdoor shoes are allowed).

Each team must have numbered uniforms.  The goalkeeper must wear a shirt distinct (i.e. different colour) from that of his own team, as well as the opposing team's uniforms.

Game balls shall be provided to the Referee by the League before the start of the game.

In the event that two teams have similar coloured uniforms, it is up to the home team to change shirts. The League will have available a set of training vests at the facility to be borrowed for the game.

Any player wearing a wrist or arm cast will be allowed to play at the referee’s discretion.  Knee braces will be permitted provided they appear safe, stable, and meet the referee's approval.  Watches and jewellery will not be permitted as per the FIFA rule book.

Game Scoring
Win = 3 points     Tie = 1 point     Loss = 0 points

In the event of a tie in the final standings, the following tiebreaker rules shall apply:

1) Head to head competition
a. If both teams have the same number of wins then goal differential between the teams  
2) Most wins overall
3) Goal differential overall
4) Most goals scored
5) A coin toss

If more than two teams are tied, head to head rules do not apply.
The following tiebreaker rules shall apply:
1) Most wins
2) Goal differential
3) Most goals scored
4) A coin toss

A game that is forfeited will count as a 3-0 win for the non-forfeiting team.

Play offs
All playoff games (i.e., Semi-finals and Finals) that end in a draw will be decided by sudden death penalty shots. Each team will designate one (1) shooter at a time; players that are on the field will shoot first.  Each player on a team must take a penalty shot (including the goalie) before a player can take his/her second penalty kick.  If the game is still tied after all players have taken one shot, then the teams will begin with the same order of shooters.  Each team will take one penalty until a team misses.  It is SUDDEN DEATH. Therefore, the game concludes when one team has outscored the other team on an equal number of penalty shots taken.

Referee Decisions - Suspensions and Appeals
All of our referees are OSA registered referees.  We stand by and respect all the decisions made by our referees. 

We do, however, monitor our referees and attempt to provide top quality officiating.  Any comments or concerns about the performance or actions of a referee will be directed to the EODSA via the TMSI/GHISL league Management team. 

Please note: Any players, coaches, or fans that threaten or assault game officials will be banned from the facility.  Such actions will result in the immediate suspension of the registrant until such time as the Ontario Soccer Association can convene a discipline hearing.

Referee Assault
All reports of Referee Assault will be forwarded to the E.O.D.S.A. Players accused of Referee Assault will be automatically suspended from all soccer-related activities until such time as a hearing can be convened.

Filing a complaint
If you have a complaint, which you would like to file against a player, coach, referee, please forward the complaint to the league so that they are aware that you are filing a complaint WITHIN 48 HOURS OF THE INCIDENT along with a$50.00 request for hearing fee.  The league will then review the complaint and determine if it is within their ability to take action.  The league may only take action if the complaint falls within the Discipline listed on the chart (Appendix A - attached).  The League must forward all referee complaints to the District.  Please note that when filing a complaint if the League or District determines that a hearing is warranted then the author of the complaint will be required to attend the hearing.  Should the author of the report refuse to attend a Discipline Hearing then the Hearing cannot take place
